I’ve not thought through the concept of “fairness” or ‘exploitation’ fully yet.

But, one thought is that the Russian (and Chinese) mothers are among the wealthiest and most powerful in their countries. Giving them more personal interest in the well-being of the US sounds like a good thing to me.

I guess the next generation of oligarchs has to come from somewhere.
