The thing is, it’s done that way intentionally - that’s literally the reason the Senate was created, to give states with smaller populations some real power in American government. The problem, as I see it, is that the system breaks down when a political party turns into a religious organization (and/or vice versa).
When it was created that way, more than 70% of Americans lived in small towns — agricultural places, wilderness places, etc. Less than 30% lived in the cities. The most populous state had 4x the population of the least populous.
There was meant to be a slight tilt towards the sparsely populated zones, and it’s not the least bit “slight” anymore.
