I didn’t go to the beach much when I lived at the beach. Occasionally I would go out for a walk along the boardwalk in the evening. I stayed away from packed restaurants and bars and such.
There was once a Klan rally and parade scheduled at the beach while I was stationed at NAS Oceana. The base put out word the whole Virginia Beach Borough was off-limits that day and evening unless you lived there (me and about two other people).
I stayed in my apartment with the door locked.
As I recall, the police rounded up reporters and counter-protestors and locked them in the tennis courts at the south end of the beach, which turned into a shitshow I Amendment case later against the city.
Ah, Virginia Beach: Couldn’t get a tattoo, but you could march in a Klan rally.
