Yes, and BHO did. He’s suggested a lot of rules to limit them in new bills, but getting both sides to give up the pork is probably a bit hopeless. Some earmarks are good, it’s part of congress’s job to fund worthy projects for their constituents, but I’ll bet they fight the rules to reduce the pork from the worthy.
He could have vetoed the bill till they took out the big bad earmarks he didn’t like? But I guess that never occurred to him?
