Wonder if UT and FL permits being honored in TX and issued out of state depresses the number. The only reason I have an OR or WA permit (WA had issued over a million permits by 2000!) is because they won’t accept my FL. Fewer reqs for FL than TX too.

Those states are reciprocal anyway. They can just get them in their own state. Texas licenses, according to my link, are harder to get.
