Exactly. Lest we forget, this is what the DHS report said:

Returning veterans possess combat skills and experience that are attractive to rightwing extremists. DHS/I&A (Office of Intelligence and Analysis) is concerned that rightwing extremists will attempt to recruit and radicalize returning veterans in order to boost their violent capabilities.

This has nothing to do with “monitoring” or “targeting.” Consider this quote, for comparison:

Many senior citizens are lonely. Their children have busy schedules and don’t visit very often. This leaves these elderly people vulnerable to scams perpetrated by criminals who seem friendly and kind.

Is this warning an insult to the elderly? Does it suggest they should be monitored or targeted? To the contrary, it suggests that, as a population that may be through no fault of their own be targeted by criminals, they should be wary and those who care about them should also.

Not an exact analogy, but it’s a heck of a lot closer than the misinterpretations of the DHS report that are being bandied about.
