Or you know, and this is just mindless speculation on my part mind you, but maybe they were dressed up FOR HALLOWEEN….who would think such a crazy thing, I know. Or perhaps a convention was in town, like a Comic Con type thing, but again, that’s just crazy talk…. (need I add sarc tags, really?)
