Presumably it would be difficult to figure out if someone gave too much money or if an organisation was not legally constituted to do it (which is why the FEC checks up on this stuff).

The difference here I would imagine is Bernie Sanders and Barack Obama complied with the FEC’s requests; I’m betting Donald Trump won’t.

Honestly, a decent accounting information system should be able to do this. There might be problems generated by someone not entering their exact same names or addresses the same on subsequent donations, etc. but it shouldn’t be that hard to keep track of most of the donations.
