The idea of flying over US airspace, where you never touch down on US soil, seems to be an asinine requirement.

Was that part of the original bill (in which case it should have been stricken with extreme prejudice) or is that GOP rodent copulation?

Just speculating, don’t know if the 35 day stipulation is consecutive or cumulative per annum. Assuming consecutive they may be prohibiting using a short flight out of and back into the US as a trick to beat the 35 day rule. Can’t think of another reason. People go to extremes to find loopholes.
