Do you get the difference between not bringing the bill to a vote right now, and never bringing it to a vote?

Obama called out Eric Cantor about what he said and Mitch McConnell went ahead and tried to put it up for a vote. Harry Reid blocked it. Is Obama sure he wants it voted on or not?
