Oh, I am not trying to simplify things by blaming the guys at the top rather than understanding the underlying system, I am just stating what happens in the movie. For the sake of brevity and because of the type of audience that those kinds of movies appeal to, it’s just a much simpler explanation for movie goers to grasp.
