FDR had to prepare the country for WWII despite conservative opposition in Congress. Reagan was dealing with a willing Gorbachev and a crumbling Soviet Union. He was building on a continuing policy stretching back thru seven presidencies. And the Soviet Union still crumbled under Bush.

It’s important to remember that those you call ‘conservative’ before WWII were not very similar to Reagan in ideology.
