Specifically, school do not prohibit the reading of Bible within their walls. Kids can have Bibles, and study them in their leisure time. Many public schools in this country have prayer circles, Christian clubs, Bible studies, etc., which meet formally or informally during school hours. The school may not impose religious practices on a child, but it does not prevent the child from religious practices.

I am less familiar with the prison system, but I believe the situation is actually quite similar. Prisoners may have Bibles, study them, and meet with others to discuss them. Prisons do not, to the best of my knowledge, impose Bible reading or group prayer upon prisoners who aren’t interested.
