If impeachment will get her the documents and testimony she wants, and she has no reason at this point to believe the White House is acting in good faith, why threaten rather than act?

I think it might have something to do with being seen by the majority of voters who don’t currently want to impeach, to be proceeding carefully and thoughtfully. Being forced into it rather than rushing towards it. It would be way too easy for the Right to spin impeachment investigations as witch hunts, while still busily obstructing justice.

It may be the wrong strategy, or it maybe the right one, but I suspect her understanding of the politics is superior to mine.
