Well, Chester County achieved Democratic control of the county row offices for the first time ever in 2019. (And I helped!)
All of the Philadelphia suburb counties have been trending Democratic from their past as being solidly Republican. Chester County being one of the most conservative as well.
I think to a large degree the GOP slide rightward has resulted in them losing ground steadily as the reactionary policies and changing demographics are not things politically in their favor here.
