Note: Increasing federal fees is a common tactic in these budget compromises. It is done because raising a ‘security fee’ is not counted as a pledge violating tax increase by Grover Norquist, and getting him on board a deal would greatly enhance its chances of passage.

Heritage and Koch Brothers hate it.
