And Grant County can’t make a $500,000 payment on its jail renovations that aren’t even good enough for the state to send inmates back.

Good fucking grief…this is what it has come down to in rural Kentucky in recent years: county budgets dependent on county jails relying on state inmates to pay the rest of the county’s bills.
And the jails can’t do that.
