It wasn’t a bad idea, seen by itself, but like all others it has no way to force the Palestinians to move away from rejectionism and terrorism. Until the Palestinians actually want peace, there will be no peace. You cannot impose a peace on people who refuse to accept it and are determined to attack you. but the proposal doesn’t make Hagel anti-Israel.
