Laissez fair regulation was de-facto policy of the last admin. A thorough overhaul of existing regs was needed to cope with the burgeoning new derivatives and new regulations needed to be considered.

Unfortunately the Dems didn’t regain control congress until 2007 to try and start regulating the markets again.
