The question is, is he saying these things for himself, or is he simply repeating attitudes he is in contact with? You seem intent on forcing him to take ownership even if the accompanying context says otherwise.

As far as what they expect the US to apologize for, I’m not sure but it probably has to do with the interfering the US has done in neighbouring countries - Iraq, Iran, Afghanistan, and others. I don’t have the list of grievances so I can’t be sure, but the US has a reputation for interference.
