Could Evan’s statement be an implicit dig against the Republicans? Or is he actually so naive to think that the Congressional Republicans care about Russian influence?

There is no unity to be had between civilized people and Republicans. The Republican vision for the US is a new aristocracy of a few hundred billionaires having absolute power over everyone else, with most of the non-aristocrats in abject poverty and the rest of the non-aristocrats thoroughly cowed by fear of joining the poor in their misery.
