If they had to face only the Russians, might the Germans have been able to develop a functioning nuclear weapon?

The German nuclear program was pretty much a dead end. I think one of the post-war indications indicated that their experimental atomic pile was insufficiently shielded and that if it had gone critical it would have fatally irradiated their researchers.

Plus Germany would need to develop a means to get sufficient enriched uranium or plutonium to build a weapon. Given the scale it took for the USA to get the bomb it was pretty much out of the reach of Germany.
