Is it a racial issue, or an economic one? I know that statistics show that whether a person votes is highly correlates with income and educational level, so is the issue that black and Latinos don’t vote, or that poor people without college educations don’t tend to vote and blacks and Latinos are more likely to be poor and lack college degrees?

An excellent question! I can’t speak for all states, but in Texas, it may also be a social one. A latino friend of mine raised in south Texas says the people he grew up with had priorities that included family, church, sports, BBQ, hunting, family, and church. Politics was for “gueros” (whites) because they ran everything in the valley.

His succinct comment: “My peeps don’t vote.”
