It’s a holdover from Scott Adams, of Dilbert fame, who often referred to lesser employees of the same company as “cow-orkers”. I generally use it these days to refer to people who have drunk the Kool-Aid.

I was actually using it in the old Usenet way of an intentional misspletting.
