Next time our troops sight one, they’ll know the policy is catch and release.

It is semi sarc. The other semi part is reality. This happens now with our civilian law enforcement officers.
When you’ve arrested a perp 10 times and he/she ends back on the streets, d/t technicalities or no sentencing. What impetus is it to continue arresting them?
Sick, but a fact.
