I found several things quite interesting about this video.
First, that the female uniformed officer, and I presume, the male officer, had her pistol out during the stop. Is that standard these days?
In the US, it is generally a statement that the officer is concerned about the stopped person being violent. I had never really considered that there was that much violence against police in Sweden. (Or is it a bleed off from US Policing methods?)
Second, that it took a while before the female officer decided to brush the snow off the detained female. That can often be a psychological statement and control method from the officer.
And yes, command voice can be very helpful in assuring that the recipient hears, understands, and ‘gets’ the command. I was taught that by my father, who served in the US Army during WW2. And again, when I went into the Army.
You are right, it can make a _big_ difference in how a situation resolves.
