The standards are based on averages. So auto makers wouldn’t have to go out of their way to make less efficient cars, they could just make and push more of the high profit trucks and SUVs.

The point is that California is such a major market that it has an influence on the overall market. Like Texas and school textbooks…cannot imagine Trump attempting to take away those regulatory powers.
