They don’t have to be from different states. They just wouldn’t get New York’s EC votes, which would pretty much doom them in this election.
More specifically… the electors from NY wouldn’t be able to vote both for Bloomberg as President and HRC as VP. So if it’s close, you could end up with, say, 275 EC votes for Bloomberg and 263 for Trump… and then with 29 NY EVs out of the mix, 246 EVs for Hillary and 263 for Pence.
That would be ugly.
