By 759 votes, Bottoms prevails. Norwood loses another agonizingly close race.

Two things made Norwood competitive that you folks aren’t taking into account: Norwood never actually said she was a Republican, claims to have voted for Hillary, and supported some liberal causes (notably same-sex marriage) before many Democrats. Also, Atlanta isn’t as black as it used to be: the black share of the population fell from 61% in 2000 to 54% in 2010, and is probably still falling.
