The coming civil war will not be between bad law enforcement and its victims, but I think a national uprising against brutal and abusive cops could be a key triggering factor. For all their air of force and authority, the police still maintain order largely by consensus. As we saw in the LA riots a quarter century ago, a breakdown in that consensus exposes the vulnerability and limitations of police power and can lead to chaos and disorder in startlingly little time.
