Homeland Security is a newish thing, being formed during the GWB admin. Folded into it were a bunch of already existing agencies, including FEMA, Coast Guard, ICE, Border Patrol, Customs, Secret Service, etc.

Which turned out to be a bad idea; FEMA later got pulled out became its own agency again, Secret Service used to be better at their jobs when they were part of Treasury, etc.

But ICE (aka “la migra”) has been a real thing for my entire life, and Spanish-speaking people have always been afraid of them.
