There is a very good argument that Constitutional Monarchies are the best form of democracy, and presidential systems are unstable due to the likelihood of conflict between the legislative and executive branches (which the US sees often) which can result in government break down and dictatorship.

Remember that the American Civil War started because no single southern state voted for or recognized Abraham Lincoln as President and saw him as a dictator.

I prefer a parliamentary system in which the Chancellor or Prime Minister has to command a majority of votes in the legislature, and the President (or monarch) serves a chiefly ceremonial function.
