The reasons I asked the question above is because war crimes and crimes against humanity just about always cause large amounts of displacement because of the fear they instill in a civilian population.

Shortly prior, to, and during the initial stages of, the refugee wave from Syria, rumors began coming about Russian Federation involvement in Syria, then people started fleeing head over heels.
The refugee wave gave a boost to various alt-right outfits across the West.
Now, what if the refugee wave was intentionally caused?

I think that’s good foil. Population displacement is a familiar strategy of war. Usually the goals are operational, to interfere with enemy logistics and movement by putting a panic-stricken horde of civilians on the road. In this case, with a worldwide psychological and media war, the objectives are strategic, to empower friendly media (the far right) and weaken those of the enemy (the progressive world).
