Or served the GOP just fine by appearing to muddy the waters. A lot of their actions are not intended to have results, but are intended to simply have the appearance to their base of an investigation or wrongdoing that can then be trumpeted as Democrat corruption.

Or an attempt to get Democrats so worked up by the possibility that Republicans will keep trying to drag it out that they will create cave to Republican demands.
