You assume they would be willing to use them on their fellow Americans. Back in the 90’s only about 25% of the military was willing to do so. There is no telling if the remaining 75% would try to stop them from doing so.

I think if they see it as a matter of their own survival, they will shoot back. Perhaps not at first but eventually it would be a bloodbath and the government would win. Regardless.
