Debate means make your points to the body and try to sway/influence how other Senators are gonna vote on something.

THEN you hold the vote and the result is the result. you were persuasive or you werent.

What happens here is there is no debate.
everything simply gets blocked and stalled with no one having to say anything

And that’s what makes Manchin’s whole “tradition” bit such bullshit, that the modern filibuster is not Jimmy Stewart standing up before Congress to talk as long as he possibly can, it’s a staffer passing a memo to the Majority Leader says “filibuster” and then the bill languishing until either the majority party feels they’ve the votes to move the bill forward or it dies a quiet death without a minute of debate.
