The writer is criticizing them for using the students as leverage in negotiating, a far more valid point than arguing against another raise. It looks to me like a good pay rate. I don’t know if they suffered layoffs or not, but a two year span of no raises is not so bad, and far better than many in an economic decline of global scale.
