That’s not what Section Two of the 25th Amendment says.

It clearly states: “Whenever there is a vacancy in the office of the Vice President, the PRESIDENT shall nominate who shall take office upon confirmation by a majority vote of both Houses of Congress.”

There is no time limit regarding the nomination process, nor does it give the Speaker the power to assume the office if the president drags his feet on nominating a replacement.

The Speaker would be on very dangerous ground if she used that line of reasoning.

However, if the President does “drag his feet” on a VP nomination, the Speaker is still next in the line of succession. And that would still be Madam Speaker Pelosi.
