bad a sign for what? Your friend is mistaken. Alaska and Hawaii and the other 35 states before it did not need treaties to become states and neither would Puerto Rico. Assuming you mean how the Republicans in Congress will act? I don’t know. The Republican platform as does the Democratic one favors statehood for PR should the people there want it. I do worry about know-nothignism within the GOP in Congress but yesterday’s results have put them in a tough place when it comes to Hispanics. They need to make inroads with Hispanic voters and rejecting PR statehood would make a growing demographic that they’ve lost votes from dramatically in the last two elections even more dramatic.

I fully expect the GOP Base would explode in xenophobic rage if P.R. Statehood comes before Congress. I doubt many of them realize that Puerto Ricans are U.S. citizens.
