The biggest issue is that the spoilage has been left to go unchecked because the most rotten of the bunch get themselves elected to the union leadership, where they use taxpayer dollars to fight any efforts whatsoever to fulfill taxpayer demands for reform.

You want to see departments rapidly embrace reform and begin firing violent cops? Hit them where it hurts: Their pensions. Start drawing funds to pay for police brutality settlements/rulings from the department’s pension reserves and see how quickly leadership decides that letting “bad apples” remain in the bunch changes.

Qualified Immunity would have to die in a fire first. QI is just a different version of “I was just following orders.”
