Average Joe Sixpack either grew up in the shadow of the Clean Air Act and other legislation and so automatically assumes that the clean environment is a given. Or he’s old enough to remember the “good ol’ days,” but thinks that it can’t happen again.

Because businesses will just naturally follow the guidelines, because otherwise, folks will stop doing business with them. Invisible hand of the market strikes again.
