Two is an effective solution, but likely not a legal one. As I’ve thought, an option 3 has presented itself:

3. Huff-Duff (High Frequency-Direction Finding): Use direction finding gear that can triangulate radio transmissions to find the drone’s controller and vector in a snatch squad. If they are working remotely, use a DoS attack to shut down their ability to control the drone.
