Part of that in Tidewater might be because there are drivers from all fifty states in the Army, Air Force, and Navy. They bring their local quirks to Norfolk and Virginia Beach and it’s a disaster.

I remember a couple notable pile-ups on the Virginia Beach-Norfolk Expressway with tiny amounts of snow.
