Growing up in Pittsburgh, it always seemed to me that Pennsylvania had a good northern mindset for winter weather. It wasn’t always elegant, but it got the job done.
I will say, though, that Virginia’s mindset on clearing snow and ice from the roads has improved, a bit, from “Let the sun melt it”.
The DC area seems to still fit that old description “A city with all the charm of a Northern City. And all the efficiency of a Southern one.”
I think Pittsburgh had to take it seriously in part due to the terrain. Lots of slopes that get dangerous if you leave them unplowed or allow them to get icy.
