Which very possibly could have been what he was referring to that she “wouldn’t like”. She could have just accepted his request and it would be done , or he could have called the authorities and they could have fined her. She probably wouldn’t much like a hefty fine.

Looking at his description of the event I wouldn’t say he handled the situation particularly well either. Even reading his version I can see how she would think he intended to harm the dog, why else would he try to coax it away from her.

Then again, it is my opinion that your dog should never be off leash in an open space if it won’t come when you call, right away, every time, for their safety as much as anything. You see your dog running into a dangerous situation you need to be able to stop it on a dime.
