How did this person get to be a Biship anyway? Surely someone must vet these canidates before they are made Bishops.

If the Pope was “lifting his excommunication” why was he “excommunicated” in the first place? Enquiring minds would like to know.

He was made ‘bishop’ not by the Pope, or in fact by the RCC< in the usual way.
He was ‘consecrated’ by the splinter group of Lefevbre, who split after Vatican II, iirc.
His bishopric is not recognised byt the RRC - but his being a member of the RRC is.
He was probably excommunicated because he taught stuff against the RCC - I think Pope John Paul II excommunicated him.
