It might just be easier to have reid introduce a blank piece of paper. This way, any possible objection to the bill is immediately defused with “That’s not in the bill.” This would also work well with the co-branded “Blank Check” that is being used to fund the enterprise.

I’ll add, too, that having a blank bill, paid for with a blank check, signed into law by a blank slate would be a perfect hat-trick.
