Short-sighted leaders and citizens will probably prevent anything effective from being done.

Some societies collapsing might have more effect - but generally due to bad reasons such as war, large refugee influxes, and industries shutting down due to this or that reason. An outbreak of Lord Humungus wannabes is not a desirable outcome in my opinion.
