Is that the secret reactive armor?

Reactive armor is no secret. It places blocks of shaped charges on the outside of the armored vehicle which, when hit with sufficent force or triggered thru a sensor, react (explode) directing the explosive force away from the tank which would then deflect and/or disable explosive warheads before they could penetrate the conventional armor and disable the vehicle.
