Something reeks.

If you’ve got limited resources (divers, explosives, etc.,) you aren’t going to focus on high riding tankers - also known as empty tankers.

You’d target a couple of fully laden oil tankers to watch them blow up.

This is like a keystone cops version of some bad jobu trying to go down and no one seems to have their heart in it because they know all the consequences will be bad.

No need to sink anything—just make a few loud noises and watch the insurance companies soil their pants.
